dev-tex/latexmk: Drop reference to missing bash-completion file, keyword 4.85 for ~arm64
The ebuild ran newbashcomp on $/completion.bash-2, but that
file was never committed (latexmk ships no completion upstream), so the
install phase died with "does not exist" on every arch. Drop the
newbashcomp call and the now-unused bash-completion-r1 inherit. Perl
script; aarch64-portable.
