dev-tex/bibtexu: add 3.72_p20260301

Phase E. TL2025 -> TL2026 build date. bibtex8 and bibtexu shared one
TL_REVISION through TL2025 but diverged in TL2026 (bibtex8 r75712,
bibtexu still r66186), so the ebuild splits into BIBTEX8_REVISION +
BIBTEXU_REVISION. Manifested via the pinned RIT CTAN mirror (live
tlnet redirect on mirrors.ctan.org is unreliable for the current
release).

dev-tex/bibtexu: add 3.72_p20250308

Phase D3 with a TL date-bump. TL2024 -> TL2025 build date; bibtexu
SVN revision unchanged at 66186 (upstream hasn't touched it since
2023). Differences vs ::gentoo's 3.72_p20240311:
- Utah historic + flow's dev mirror added as SRC_URI fallbacks for
the texlive source tarball
- SRC_URI/S ordering swapped to silence pkgcheck VariableOrderWrong
- KEYWORDS narrowed to ~amd64
