dev-tex/biber: accept letter-suffixed biblatex releases, revbump

biber pinned biblatex with ~dev-tex/biblatex-3.22, which matches that
exact version and its revisions only. Upstream has released 3.22a and
removed the 3.22 tarball from SourceForge, so the only fetchable
biblatex of this minor no longer satisfied the pin, and biblatex's own
PDEPEND on biber would have left the pair unresolvable.

Match the minor with a glob instead. What ties the two packages
together is the control file format, and both 3.22a and biber 2.22
declare version 3.11 of it.

Revbumped so installed copies pick up the wider dependency.

dev-tex/biber: re-pin 2.22 Manifest to the regenerated upstream archive

GitHub regenerated the v2.22 source archive (1650977 -> 1651013 bytes,
new BLAKE2B/SHA512); the originally-pinned tarball is no longer served
anywhere (gentoo mirrors never cached this overlay-only distfile, 404),
leaving the ebuild unfetchable. The current archive is content-identical
biber 2.22 (verified: same tag, biber-2.22/ tree, Build.PL). Re-pinned to
it. If the auto-archive keeps drifting, mirror the distfile to extra-stuff.

dev-tex/biber: add 2.21

Phase D3 vendor-from-::gentoo. Matches ::gentoo's biber-2.21
(2025-07-10 upstream release) verbatim, with two adjustments for
this overlay:
- KEYWORDS narrowed to ~amd64
- the 32-bit-test-disable patch dropped: ::gentoo's
biber-2.16-disable-64bit-only-tests.patch only applies on
!amd64 && !arm64 archs, which our keywords scope rules out

Carried to keep this overlay self-contained per Phase D3 scope
decision (full dev-tex set); no version lead over ::gentoo yet.
