dev-qt: mirror Qt 6.12.0 LTS and qtwebengine 6.140.0_rc ahead of ::gentoo

32 modules copied from ::gentoo's 6.12.9999 ebuilds as 6.12.0. QtWebEngine
left the Qt release with 6.140 (versioned after Chromium), and 6.11.2 pins
~qtbase-6.11.2, so the 6.140.0 RC comes along with a hand-written SRC_URI
and S (the -rc tarball unpacks without the suffix).

qtdeclarative carries upstream's 6.12 pick 8c23f65ec488 for QTBUG-149607
(KDE #508377): it landed after the v6.12.0 tag, so the tarball lacks it
even though the 6.12.9999 template carries no patch. The other five 6.11.2
patches the template dropped reverse-apply on 6.12.0.

Verified: pkgcheck clean, emerge -pv @world resolves, all 33 built
unprivileged as a chain against the staged 6.12 qtbase; gentoo-parity
7/7 JUSTIFIED. Not merged for real nor run.

Temporary mirror: remove once ::gentoo ships 6.12.x / 6.140.x.
