dev-python/vispy: add 0.17.0

Upstream replaced the setuptools build with hatchling: the version now comes
from hatch-vcs and the single Cython extension is driven by the hatch-cython
build hook, newly packaged for this. Without that plugin hatchling aborts
with "Unknown build hook: cython", so it is a hard BDEPEND rather than an
optional accelerator.

Runtime dependencies are unchanged. The pretend-version variable loses its
suffix -- hatch-vcs wraps setuptools_scm but reads only the unsuffixed
SETUPTOOLS_SCM_PRETEND_VERSION, so the _FOR_VISPY form the setuptools build
honoured would be ignored and the version would fall back.
