Enables the verify-provenance flag so the PyPI attestation can be checked
against the publisher. The repository comes from the remote-id each package
already records, so nothing is guessed.

app-misc/deltona also loses a version suffix that leaked into its
EPYTEST_PLUGINS entries and made the generated BDEPEND atoms invalid.

The plugin list comes from the pytest-* test dependencies each ebuild already
declares; a package that declares none gets an empty list. msgspec's

dev-python/thinc: downgrade to 8.3.13

spacy 3.8.14 caps thinc at <8.4.0, which left spacy unsatisfiable against
9.1.1. 8.3.13 already declares the BLAS shims noexcept, so the Cython 3
patch is no longer needed.
