Python 3.9 support.
This commit adds provisional support for Python 3.9 to all
Python-centric ebuilds currently supporting Python 3.6 through 3.8.
Unrelatedly, this commit both removes all obsolete BETSEE ebuilds and
adds support for PyPy3 to both BETSE and BETSEE ebuilds.

dev-python/{flask,python}-{engine,socket}io: Resurrected.
This commit resurrects the "dev-python/flask-socketio",
"dev-python/python-engineio", and "dev-python/socketio" packages
recently removed from Portage due to developer disinterest, despite
being well-maintained by upstream. For sanity, we also bump these
packages to their most recent versions and supply live variants.
