dev-python/pyqt5-sip: new package, revive 12.18.0
Last-rited from ::gentoo on 2026-04-21 with treeclean on 2026-05-21
(bug #950282), as part of the Qt5 deprecation push. Kept here as the
runtime sip extension for dev-python/pyqt5 (similarly revived), which
several stuff/ consumers still need: sci-physics/mantid (Qt5 GUI
through v6.15.x), dev-python/fabio, dev-python/qtpy[pyqt5].
Verbatim copy of the last gentoo ebuild + Manifest at PyPI-latest;
metadata.xml carries the local maintainer plus a revival note. Drop
alongside dev-python/pyqt5 once consumers migrate to Qt6.
