dev-python/pyNSID: new package, add 0.0.7.2

N-dimensional SID HDF5 data framework in the pyTEMlib dependency tail.
setuptools backend with a static version file; the legacy sdist keeps
its mixed-case filename, so PYPI_NO_NORMALIZE=1 to match it. Upstream
ships no test suite in the sdist.
