dev-python/primp: update 2.0.0 crates for RustSec, revbump

Upstream's 2.0.0 lockfile pins crates with RustSec advisories that have
semver-compatible fixes. Carry the lockfile change as a patch and list
the newer crates:

h2 0.4.15 -> 0.4.19 (RUSTSEC-2026-0258)
rustls 0.23.43 -> 0.23.45 (RUSTSEC-2026-0285)

cargo-audit reports nothing for the patched lockfile.

Upstream's 1.3.1 lockfile pins crates with RustSec advisories that have
semver-compatible fixes. Carry the lockfile change as a patch and list
the newer crates:

crossbeam-epoch 0.9.18 -> 0.9.21 (RUSTSEC-2026-0204)
h2 0.4.14 -> 0.4.19 (RUSTSEC-2026-0258)
rustls 0.23.40 -> 0.23.45 (RUSTSEC-2026-0285)

The patch header also lists 3 crates that move with these to satisfy the
newer requirements.

quinn-proto also has an advisory but stays as upstream pinned it, since
the shipped build does not compile it.

The remaining advisories need breaking upgrades upstream: pyo3 0.28.3
(RUSTSEC-2026-0176, RUSTSEC-2026-0177).

dev-python/primp: restore dependent crate licenses marker

pycargoebuild's in-place mode finds the crate LICENSE+= block by the
'# Dependent crate licenses' comment and refuses to run without it, so
the comment is functional, not decorative.

The blocks themselves still match the crates each ebuild vendors.

dev-python/primp: add 2.0.1

The Python package metadata is unchanged. The Rust workspace now builds
with panic=unwind, so extension panics surface as Python exceptions, and
it moves to jiter 0.17 and newer brotli and zstd crates.

CRATES was regenerated from the 2.0.1 Cargo.lock (418 registry crates);
the crate license set and the 1.89 rust-version are unchanged.
