dev-python/plover-stroke: use LICENSE from setup.cfg
my license interpretation is inconsistent here. given i used setup.cfg
for plover plugins that didn't have a LICENSE file or similar, i think
it makes sense to do the same here. and using an all-rights-reserved
license is quite the misnomer
