dev-python/periodictable: set empty EPYTEST_PLUGINS

periodictable's test suite uses only plain pytest. Declare this
explicitly with EPYTEST_PLUGINS=() to silence pkgcheck's new
EPyTestPluginsSuggestion and make the zero-plugin intent
explicit instead of implicit.
