dev-python/openai-harmony: update vendored crates for RustSec, revbump
Upstream's 0.0.8 lockfile pins crates with RustSec advisories that have
semver-compatible fixes. Carry the lockfile change as a patch and list
the newer crates:
bytes 1.10.1 -> 1.12.1 (RUSTSEC-2026-0007)
crossbeam-epoch 0.9.18 -> 0.9.21 (RUSTSEC-2026-0204)
rustls 0.23.27 -> 0.23.45 (RUSTSEC-2026-0285)
rustls-webpki 0.103.3 -> 0.103.15 (RUSTSEC-2026-0049,
RUSTSEC-2026-0098, RUSTSEC-2026-0099, RUSTSEC-2026-0104)
quinn-proto and time also have advisories but stay as upstream pinned
them, since the shipped build does not compile them.
The remaining advisories need breaking upgrades upstream and are left
for a version bump: pyo3 0.25.0 (RUSTSEC-2026-0176, RUSTSEC-2026-0177).

dev-python/openai-harmony: restore crate license marker, fix set
pycargoebuild's in-place mode finds the crate LICENSE+= block by the
'# Dependent crate licenses' comment and refuses to run without it, so
the comment is functional, not decorative.
The block was never regenerated against CRATES: it lacked
Apache-2.0-with-LLVM-exceptions and UoI-NCSA, and listed 0BSD and
ZLIB, which none of the crates carries.

dev-python/openai-harmony: enable offline tests in 0.0.8
The existing maturin-develop restriction predates installed-wheel testing in distutils-r1. Fetch both hash-pinned tokenizer vocabularies so Rust and Python binding tests run without network access.
