dev-python/nvtx: add 0.2.16

Add the current upstream release and use the standard PyPI source location instead of
a release-specific hashed URL.

dev-python/nvtx: add 0.2.15

vLLM's CUDA dependency set pins NVTX for runtime profiling annotations. Package the
exact source release and its Cython build requirement.
