dev-python/nudatus: drop the deprecated License classifier

setuptools warns about License classifiers, and the CI fails on that QA notice.

treewide: set PYTHON_COMPAT to python3_

Add python3_14 (the profile default) and raise the floor to python3_12,
dropping python3_11 and older stale targets that no longer resolve.
