dev-python/mpremote: Bump.

This commit bumps `mpremote` to its most recent stable release:
`mpremote 0.4.0`. Doing so also conveniently resolves issue #105, kindly
submitted by furious Canadian beagle dog fighter @scottfurry. Thanks so
much, Scott. As always, our success rides on his coattails.

This commit adds a stable ebuild for the most recent release of
`mpremote` (0.1.0), MicroPython's official first-party remote control.
