dev-python/mkl-fft: add 2.4.0

Upstream now requires Cython 3.1 or newer at build time, since the
extension uses the freethreading_compatible directive that 3.1
introduced, so the cython build dependency gets that floor. The other
changes are performance and error-type fixes with no packaging impact.

dev-python/mkl-fft: add 2.3.2

Provide XrayLarch\x27s Linux FFT dependency from source against system oneMKL. Keep
the unavailable mkl-service-backed SciPy interface outside the applicable test set.
