dev-python/lief: add 1.0.0, drop 0.15.1
1.0.0's backend/config.py imports tomli unconditionally, with no fallback to
the standard library tomllib, so it is needed on every implementation rather
than only on python3.10.
Drop lief-scikit-build-core-targets.patch: 1.0.0 already spells the setting
build.targets and pins scikit-build-core 1.0.3. The remaining patch loses the
version from its filename so a bump cannot silently repoint PATCHES at a file
that does not exist.
src_compile is untested here: it needs dev-python/tomli installed. Verified
through src_configure, and lief-no-self-strip.patch applies cleanly.
