treewide: set vocotype stack maintainer-needed

vocotype upstream is unmaintained, so I am stepping down and marking it and the
dependency packages it pulled in as maintainer-needed.

dev-python/librosa: drop python3_11, add python3_14

Stable-profile deps (joblib/scikit-learn/scipy) no longer support

python3_11. Drop it from PYTHON_COMPAT to clear pkgcheck's

NonsolvableDepsInStable warning, and pick up python3_14 while we're

here.
