dev-python/lazrs: bump to 0.8.2
Needed by laspy 2.7.0, which asks for lazrs >= 0.8.0.
Regenerate CRATES from a fresh lockfile with pycargoebuild: the dependency
set drops from 47 to 24 crates, mostly because pyo3 0.29 no longer pulls in
the windows-* family. Carry over the dependent crate licenses it reports.
Refresh PYTHON_COMPAT to python3_ and drop the BDEPEND on
setuptools-rust, which this package does not use: the build backend is
maturin, and distutils-r1 already pulls it in.
