dev-python/kornia: add 0.8.3
Differentiable computer-vision library for PyTorch; ComfyUI uses it for several CV nodes, gated under USE=extra in the comfyui ebuild. hatchling sdist, DISTUTILS_SINGLE_IMPL (consumes the single-impl torch stack). Pulls the kornia-rs-bin Rust accelerator (capped to py3.12-3.13 by its wheels) plus packaging. Deps verified against pyproject.
