dev-python/icoextract: add missing pefile dependency, run the test suite

icoextract imports pefile unconditionally (it is the only entry in the
upstream dependencies), but the ebuild only pulled pillow, so the command
failed with "No module named 'pefile'" wherever pefile was not already
present. Since this overlay has priority 50 and GURU ships the same
version, Portage picked the broken ebuild over GURU's.

The PyPI sdist carries the tests without the PE executables they read,
so FEATURES=test could not pass. Switch to the GitHub tag archive, which
has tests/Makefile, and build the fixtures with the mingw cross
toolchains (both targets are needed, hence no tests on arm64). The
updater keeps PyPI as version source and now hashes the tag archive.

Tested: 22 passed, 3 skipped (optional nefile, Win16) with python3.13.

fix(ci): correct icoextract hash and faugus-launcher install paths

- Fix icoextract Manifest with correct BLAKE2B hash
- Rewrite faugus-launcher-bin src_install() to match actual .deb structure:
- Install binaries from usr/bin/ directly
- Install Python modules to site-packages
- Remove icoextract dependency (not used by this package)
