dev-python/hf-transfer: new package, add 0.1.9

Rust-based accelerator for Hugging Face Hub file transfers (used by
huggingface_hub when HF_HUB_ENABLE_HF_TRANSFER=1). maturin build with the
crate set vendored via CRATES; build + import verified.
