dev-python/hatch-sphinx: declare hatch-vcs for 0.0.4

Same omission the 0.0.5 ebuild fixes. No revbump: the dependency is
build-time only, so an installed copy is unaffected and a rebuild picks
it up.

dev-python/hatch-sphinx: add 0.0.5

Also declares the hatch-vcs build dependency that pyproject has required
since 0.0.4 but the ebuild never expressed. The version source is vcs,
so a build host without it cannot produce the wheel; it went unnoticed
because hatch-vcs is pulled in by other packages.
