dev-python/hatch-build-scripts: follow upstream transfer to rmorshea

PyPI project_urls.Source moved from mkniewallner to rmorshea; the old github org
returns 404. Update HOMEPAGE and the remote-id.

dev-python/hatch-build-scripts: set empty EPYTEST_PLUGINS

hatch-build-scripts' test suite uses only plain pytest. Declare
this explicitly with EPYTEST_PLUGINS=() to silence pkgcheck's
new EPyTestPluginsSuggestion and make the zero-plugin intent
explicit instead of implicit.
