dev-python/gpiodevice: add 0.1.0

Enviro+ uses this helper to resolve named GPIO lines on Raspberry Pi
and other supported boards.

Replace VCS-only version discovery with the release version and omit
the unused example-extra metadata hook. This avoids two unnecessary
build plugins; all 13 mocked GPIO and edge-watching tests pass.
