dev-python: mass update PYTHON_TARGETS for pypy3_11

also includes the usual non-dev-python app-text/xlsx2csv and sys-apps/file

also remove terminaltables as the move to terminaltables3 is complete

at the time of this commit package.accept_keywords needs the following
packages unmasked from upstream for everything to work happily

dev-python/pint: add flex{parser,cache} deps

also remove dev-python/debugpy which I thought had already been removed
since it was removed from upstream and no longer has any deps
