Fix stale Manifest digests (EBUILD/MISC) causing verify failures

Several ebuilds were edited (PYTHON_COMPAT bumps, cargo cleanups, libvirt
dep revisions) and metadata.xml files were added after their Manifests
were last regenerated, leaving stale EBUILD BLAKE2B/SHA512 hashes and
missing MISC metadata.xml entries. This caused "Digest verification
failed ... Failed on BLAKE2B verification" on emerge.

Regenerate the affected Manifests so EBUILD and MISC entries match the
on-disk files. Distfiles are unchanged.

Overlay-wide QA, license, and metadata cleanup

Resolve all actionable pkgcheck findings and license issues across the
overlay. Verified: all ebuilds pass `bash -n`, Manifests regenerated,
and pkgcheck reports zero license, style, or correctness findings.

kiro-cli-bin:
- Drop obsolete q/qchat patches and the q-stub USE flag/install logic
- Add QA_PRESTRIPPED for the shipped pre-stripped binaries

Licenses:
- Add licenses/Kiro and licenses/Anthropic-TOS
- kiro-cli-bin, kiro-ide-bin: use LICENSE="Kiro"
- Fix invalid "MIT License" -> "MIT" (googlenewsdecoder, pyunifi)

Style/QA (mechanical):
- Fix VariableOrderWrong to canonical metadata order
- Fix BadDescription (trailing periods, >80 chars, generic names)
- Remove EmptyGlobalAssignment lines
- Fix whitespace, blank lines, and overlong lines
- StaticSrcUri: use $/$(ver_cut)

Correctness:
- libvirt: add -r0 to >virtualbox/>numactl deps (MissingPackageRevision)
- nagios-check_iping: drop $ from exeinto, use $ in elog
- imapsync, coppermine: switch zip->tarball (unpacker dep + filename)
- rqm, tyan-bmc-cert: rename distfiles via -> to avoid name collision
- profiles/updates: rename qbin -> 4Q-2025 (valid update filename)

Cargo eclass modernization (rqm, tyan-bmc-cert):
- Use $ and name@version CRATES separators

Metadata:
- Add 24 metadata.xml files with upstream remote-ids
- phpvirtualbox: populate longdescription, fix remote-id to github

PYTHON_COMPAT:
- Add python3_15 to packages where supported
