dev-python/exonetapi: add Python 3.10 support

Recently, app-crypt/certbot-dns-google had Python 3.10 support
added as the last official Certbot plugin when its deps finally
also supported Python 3.10. Now every plugin in this repository
is also supporting Python 3.10 in their ebuilds. Note that
upstream currently does not support Python 3.10, so the plugin
might break! If it does, please let me know.
