dev-python/en_core_web_sm: add 3.8.0 wheel installer

The ebuild installs a wheel directly, so the installer module must
be an explicit build dependency.

dev-python/en_core_web_sm: Keyword 3.8.0 for ~arm64

spaCy English pipeline model (pure-Python data wheel + spaCy runtime);
the full spaCy/thinc/blis stack builds on aarch64 and the loaded
pipeline tags and does NER correctly. arch-independent data.
