dev-python/diagrams: bump to 0.25.1

Migrate to EAPI 8 and refresh PYTHON_COMPAT to python3_: the
3.8-3.10 targets no longer exist in ::gentoo.

Upstream switched the build backend to hatchling, so set
DISTUTILS_USE_PEP517 accordingly and let pypi.eclass build the SRC_URI.

Add the runtime dependencies on graphviz and jinja2, which were declared
upstream but missing from RDEPEND. pre-commit is deliberately left out: it
is a development tool that upstream lists in [project.dependencies] by
mistake.
