dev-python/bumps: drop fictional ~x86 keyword

1.0.4's bdepend/rdepend pull in dev-python/plotly, which is not
keyworded ~x86 in ::gentoo. The claimed ~x86 keyword was never
satisfiable; drop it to match reality and clear the
NonsolvableDepsInStable findings.

dev-python/bumps: set empty EPYTEST_PLUGINS

bumps' test suite uses only plain pytest. Declare this
explicitly with EPYTEST_PLUGINS=() to silence pkgcheck's new
EPyTestPluginsSuggestion and make the zero-plugin intent
explicit instead of implicit.
