dev-python/ads1015: add 1.0.0

Enviro+ uses this driver to sample its analog gas sensor through an
ADS1015 converter.

Exclude documentation and the license from the wheel because Hatch
otherwise installs them at the top of site-packages. All six mocked
conversion and setup tests pass.
