Bump to EAPI 8

At least ebuilds that use `cmake.eclass` are not installable:

Let's bump all the remaining EAPI=7 ebuilds to EAPI=8. I've looked over
[the ultimate guide to EAPI 8][guide] and found nothing to modify in
these ebuilds aside from the EAPI version.

The following ebuilds are already on EAPI=8, before this commit:

* acct-group/tarantool
* acct-user/tarantool
* app-admin/tt
* dev-db/tarantool

After the commit all the ebuilds of the overlay are on EAPI=8.

Though package-specific problems likely exist: observed and filed #101
and #102 to solve separately.

eapi: bump to 7 version

Some ebuilds uses the cmake-utils and versionator eclasses.
These eclasses have been removed.
