dev-libs/rocm-opencl-runtime: fix clCreateCommandQueue() on AVX-512

libamdocl64.so is built from the same clr.tar.gz release asset as
dev-util/hip, but hip-10.0.0-aligned-new.patch was never carried over
here, leaving this half of the shared source broken.

amd::ReferenceCountedObject declares a class-scope operator new(size_t),
which hides the C++17 over-aligned overloads. So new VirtualGPU(...) in
Device::createVirtualDevice() gets 16-byte-aligned memory for a type
whose declared alignment is 64, and the constructor then zero-inits its
two alignas(64) HSA packet members with an aligned 64-byte AVX-512
store. That is a general protection fault, not a page fault.

Surfaced by media-gfx/darktable-5.6.1, which dies inside
clCreateCommandQueue() from dt_opencl_init() before it can build a
single kernel. Whether the allocation lands 64-byte aligned anyway is
heap-layout dependent, so a standalone test case that creates a command
queue can pass on a runtime that is broken for real clients; the A/B
that settles it swaps only libamdocl64.so under one OCL_ICD_VENDORS
directory holding both installed ICDs -- unpatched SIGSEGV, patched
exit 0.

Revbump rather than an in-place fix: 10.0.0 is already published, so
without a new revision nobody who merged it would rebuild.

Superseded by 7.2.4, the last release of the 7.x series and the rollback
target for the ROCm 10.0 migration. Version retention keeps the last two
plus the last of each previous major series; 7.2.4 and 10.0.0 satisfy both,
so the third version is redundant.

ROCm 10.0: slot the rocm-cmake deps, drop a stale Tensile sed, widen a guard

Six packages depended on dev-build/rocm-cmake unslotted while their peers used
:$. Emerging an individual masked 10.0 package could therefore satisfy
the build dep with 7.2.x. Now consistent across the cohort:
rocm-device-libs, rocm-opencl-runtime (which also carried a stale
">=dev-build/rocm-cmake-6.0" bound), composable-kernel, hipBLAS-common,
rocPRIM and rocRAND (twice -- DEPEND and BDEPEND).

Tensile: the v_dot4_i32_i8 syntax fix for clang-20 (bug 949817) is upstream at
10.0. Components/MAC_I8X4.py no longer emits the op_sel/op_sel_hi operands the
sed stripped, so it matched nothing. Dropped.

composable-kernel: the OOM-flag guard checked only -amdgpu-early-inline-all
while the sed removes -amdgpu-function-calls too; both are now asserted. A
silent miss on either reintroduces a build that exhausts RAM rather than
failing fast.

dev-util/rocminfo, dev-libs/rocm-opencl-runtime: add 10.0.0

Retarget SRC_URI to the therock-<major.minor> tag; rocm-opencl-runtime shares
the clr.tar.gz asset with dev-util/hip.

Every sed in both packages was re-verified against the 10.0 sources and all
anchors survive, so no re-anchoring was needed -- but each now asserts its
anchor first, since `sed` exits 0 on no-match and `|| die` cannot catch a stale
one.

Noted in passing: rocm-opencl-runtime's cmake_minimum_required sed matches only
3.5 while dev-util/hip's equivalent matches 3.[35]. Both vendored Khronos files
are still on 3.5, so the narrower pattern is left alone rather than widened
speculatively; the guard will catch it if that changes.

metadata: normalize tab → 2-space indent in 42 imported files

42 metadata.xml files inherited tab indentation from their origin
overlays (mostly the ROCm cluster, plus a handful of dev-python and
AMD-tooling imports). The overlay convention is 2-space; this brings
them in line with the other 498 files. Maintainer attributions
preserved verbatim.

rocm 7.2.4's clr release-asset tarball now carries its own top-level clr/
directory; 7.2.3's unpacked flat, so src_unpack synthesised the wrapper. Unpack

dev-libs/rocm-opencl-runtime: note inert NUMA cmake args

clr 7.2.3 dropped its find_package(NUMA), so the
CMAKE__FIND_PACKAGE_NUMA flags inherited from ::gentoo's
wiring are silently ignored at configure time. Comment notes the
condition so a future audit doesn't have to re-derive it; flags are
kept aligned with ::gentoo in case upstream restores detection.
