dev-libs/rocm-device-libs: add 10.1.0
ROCm 10.1 is built on LLVM 24. rocm-comgr needs LLVM 24 APIs and reads
the bitcode installed here, so the device libs move to
LLVM_COMPAT=( 24 ) with it.

dev-libs/rocm-device-libs: drop 7.2.3
Superseded by 7.2.4, the last release of the 7.x series and the rollback
target for the ROCm 10.0 migration. Version retention keeps the last two
plus the last of each previous major series; 7.2.4 and 10.0.0 satisfy both,
so the third version is redundant.

dev-libs/rocm-device-libs: guard the docdir sed
The amdgcn/bitcode sed above it was already guarded; this one was not, and it
carries the same no-match-exits-0 hazard -- an upstream rename would leave the
docs installing under CPACK_PACKAGE_NAME instead of the standard docdir, with
nothing failing.
Anchor verified present in the therock-10.0 source; src_prepare runs clean.

dev-libs/rocm-device-libs: anchor the OCL.cmake bitcode-path sed
The substitution was unanchored, and cmake/OCL.cmake assigns
INSTALL_ROOT_SUFFIX three times, two of them naming amdgcn/bitcode:
:52 set (INSTALL_ROOT_SUFFIX "amdgcn/bitcode")
:55 set(INSTALL_ROOT_SUFFIX "$/bitcode")
:66 set(INSTALL_ROOT_SUFFIX "$/lib/amdgcn/bitcode")
Only :52 needs the lib/ prefix; :66 already has it. The old
`s:amdgcn/bitcode:lib/amdgcn/bitcode:` hit both and rewrote :66 to
"$/lib/lib/amdgcn/bitcode". Anchoring on the surrounding
quotes matches :52 alone -- verified against the therock-10.0 source, where
the old form does produce lib/lib and the new one does not.
Latent rather than active: :66 sits behind
ROCM_DEVICE_LIBS_BITCODE_INSTALL_LOC_CLANG_RESOURCE_DIR, which defaults OFF.
Enabling it would have installed the bitcode one directory below where clang
looks for it.
The guard moved with the sed, so it now asserts the anchor the substitution
actually depends on; the old `grep -q amdgcn/bitcode` would still have passed
if only the already-correct line remained.
Build-checked: the image still installs the bitcode to /usr/lib/amdgcn/bitcode
and contains no lib/lib path.

dev-libs/{roct-thunk-interface,rocm-device-libs}, dev-util/hipify-clang: guard seds
rocm-device-libs: cmake/Packages.cmake was in the amdgcn/bitcode sed's file
list but carries no such reference at 10.0, so listing it was a silent no-op.
Narrowed to cmake/OCL.cmake, which still matches twice, and asserted.
roct-thunk-interface: guarded both substitutions. A stale anchor on the first
would silently leave the library versioned 1.0.0 with the wrong SONAME; on the
second it would silently build libhsakmt STATIC, so nothing links against it.
hipify-clang: guarded the clang resource-prefix rewrite.
All three merge cleanly with the guards in place, so these assert real anchors
rather than firing spuriously.

dev-libs/rocm-device-libs: add 10.0.0
Retarget SRC_URI from the retired rocm-* tag line to therock-<major.minor>.
This package fetches a GitHub source ARCHIVE rather than a release asset, so
the tag also spells the extracted top-level directory: MY_P becomes
llvm-project-therock-10.0, not llvm-project-rocm-10.0.0. dev-libs/rocm-comgr
fetches the same archive and must use an identical MY_P to keep sharing one
DIST entry.
Drop $-7.2.0-llvm-22-compat.patch: it backported amd-staging's
target("...") attributes onto the ockl builtins that LLVM 22 will not emit
bare, and 10.0 carries them upstream already -- media.cl defines
LCATTR/QCATTR/SCATTR and image.cl defines CRATTR natively. Upstream went
further and gave RATTR itself target("image-insts"), which is why 4 of the
patch's 5 hunks no longer apply.
LLVM_COMPAT moves 22 -> 23. ockl/src/image.cl calls
__builtin_amdgcn_struct_buffer_{load,store}_format_v4f, which clang 22
rejects as undeclared identifiers, and workitem.cl includes <amdhsa_abi.h>,
a clang 23 addition installed into the clang resource dir
(/usr/lib/clang/23/include). Both verified by compiling against 22 and 23.
Build-verified on haarmek against clang-23: 0 compile errors, 70 bitcode
objects installed including ockl.bc, the object that failed under 22.
Masked in profiles/package.mask with the rest of the incomplete ROCm 10.0
cohort. Note that building any LLVM_COMPAT=( 23 ) ebuild currently also needs
a local -llvm_slot_23 unmask, since ::gentoo still USE-masks that flag
profile-wide even though it keyworded the LLVM 23.1.0 packages.

metadata: normalize tab → 2-space indent in 42 imported files
42 metadata.xml files inherited tab indentation from their origin
overlays (mostly the ROCm cluster, plus a handful of dev-python and
AMD-tooling imports). The overlay convention is 2-space; this brings
them in line with the other 498 files. Maintainer attributions
preserved verbatim.
