Add ebuild for dev-libs/liblog

C implementation of the logging library, available features:
- CMake support;
- Compile and run-time logging levels;
- Multi-level logging compatible with syslog;
- Support logger types (file, stderr, ..);
- Support namespaces with own logging level and logger type.
