dev-libs/libacars: add version 2.2.1
Needed by net-wireless/dumpvdl2 2.x, which requires libacars-2 >= 2.1.0,
and used optionally by net-wireless/acarsdec. It is packaged in neither
::gentoo nor any other configured repository.
