dev-libs/hrx-amdxdna-bin: new package, add 0.1.0_p20260915
The HRX runtime built with only the amdxdna and local-task drivers,
which FastFlowLM can use in place of XRT to drive the NPU. It is the
release FastFlowLM 1.0.8 names in hrx-integration/hrx-release.env.
The amdxdna driver exists only on a fork of ROCm/hrx-system, so
there is no upstream source to build yet. The prebuilt carries no
HIP binding and does not replace libamdhip64; it goes under
/opt/hrx-amdxdna because it ships libhrx.so.0, the name a source
build of hrx-system would install.
