dev-lang/tcc: die if configure fails

tcc's configure is not an Autoconf script, so it is run directly rather
than through econf, which would die on failure; without || die a
failed configure went unnoticed until the build.

dev-lang/tcc: update EAPI 8 -> 9

Every eclass the ebuild inherits supports EAPI 9. Changed in place
without a revision bump, so installed copies are not rebuilt for it.

dev-lang/tcc: update Manifest for the regenerated GitHub archive

GitHub regenerated the archive for the pinned commit: its contents are
unchanged file for file, but size and hashes differ, so every fetch
failed Manifest verification.

dev-lang/tcc: use durable commit archive

The canonical snapshot endpoint now serves a JavaScript challenge instead of the
pinned archive. Fetch the same immutable Git object from the upstream mirror and
record that mirror in metadata.

Repo-wide sweep: 144 metadata.xml files updated to use the
https://www.gentoo.org/dtd/metadata.dtd DTD URL (was http://) and
2-space indentation (was tabs). Maintainer blocks left untouched —
the 2026-04-22 normalization sweep added <name> alongside <email>
where the maintainer was Ivan, but third-party maintainer entries
(lebedev.vasya@gmail.com, megagreener@gmail.com, brothermechanic@gmail.com,
etc.) keep their email-only blocks since we can't safely guess the
corresponding <name>.

pkgcheck stays silent on all metadata-* and maintainer-* checks.
