Mass clean-up of ebuilds for Hoppy and Qtah.

- Removed old ebuilds, leaving only the latest release and -9999.

- Bumped to EAPI 8, plus many updates to work with haskell-cabal.eclass:
- SRC_URI needed dropping for release ebuilds; the URL was wrong, and the
correct URL is calculated automatically anyway.
- Need to provide CABAL_FILE in live ebuilds.
- Can use CABAL_CONFIGURE_FLAGS to pass --flags now, rather than overriding
src_configure().
- Need to explicitly allow access to qtah-generator from Setup.hs in qtah-cpp
and qtah, via GHC_BOOTSTRAP_PACKAGES.

- Bumped dependencies in -9999 ebuilds based on the current state of Git.

- Changed homepage to HTTPS.

Qtah -9999 ebuilds: Drop qt4 USE flag.

Qt 4 is long dead in the Gentoo tree. It's time to remove it from the ebuilds
here. qtah-examples shouldn't have even had these flags in the first place;
they are irrelevant for its build.

Update to Hoppy 0.4.0 and Qtah 0.4.0; drop some -9999 dep upper bounds.

This drops the upper bounds for Hoppy/Qtah deps from -9999 versions to
other Hoppy/Qtah packages, so that live Qtah can be built against live
Hoppy.
