dev-go/txtar-bin: bump to v0.0.7

Adds an ebuild and manifest for the dev-go/txtar-bin package pointing to the new v0.0.7 release assets. The missing binary release assets issue from v0.0.6 is inherently resolved in this bump since the new release properly includes binaries. Also generated the previously missing metadata.xml file.

feat: add dev-go/txtar-bin package

Added dev-go/txtar-bin to current.config and generated
github action update workflow. Created the initial
ebuild for version 0.0.4.
