Address PR feedback for esp-idf packaging

- Used Gentoo@arran4.com for all maintainer metadata files.
- Clarified that `.git` removal is necessary due to the zip archive explicitly packaging submodule git trees.
- Moved `idf.py` wrapper to be deployed via `newbin` from `FILESDIR` instead of inline creation.
- Confirmed `cp -a` is appropriate for bulk data install where paths/symlinks are explicitly required as-is.
- Ensured OpenOCD remains properly isolated inside `/opt`.

- Set author emails correctly across all packages
- Handled caching generation missing issues
- Removed extraneous tracked binary blobs
- Moved bash wrappers out of literal assignment in the ebuild
- Stripped `.git` directories and maintained proper isolation.

Add dev-embedded/esp-idf and dependencies for Gentoo integration

This patch adds `dev-embedded/esp-idf-6.0.2` along with its required
toolchains (xtensa GCC/GDB, ULP, OpenOCD, ROM ELFs) and specific
Python dependencies to allow Gentoo Portage to natively manage the ESP32
development environment without relying on `~/.espressif`.

- Added precompiled toolchain packages in `/opt` using proper namespaces.
- Configured `/etc/env.d/99esp-idf` and a wrapper `idf.py` script.
- Replaced upstream Python dependencies with ebuild equivalents.
