dev-build/rocm-cmake: apply the license patch without fuzz in 10.0.0

The 6.1.1 license patch does not match 10.0.0's context either and
applied there only with fuzz. The patch regenerated for 10.1.0 fits
both versions; rename it to 10.0.0 and use it for both. 7.2.4 keeps
the old patch.

dev-build/rocm-cmake: add 10.1.0

The license patch is regenerated. The line after the removed
rocm_setup_license() call no longer matches the 6.1.1 patch's
context, so that patch applied only with fuzz.

dev-build/rocm-cmake: drop 7.2.3

Superseded by 7.2.4, the last release of the 7.x series and the rollback
target for the ROCm 10.0 migration. Version retention keeps the last two
plus the last of each previous major series; 7.2.4 and 10.0.0 satisfy both,
so the third version is redundant.

metadata: normalize tab → 2-space indent in 42 imported files

42 metadata.xml files inherited tab indentation from their origin
overlays (mostly the ROCm cluster, plus a handful of dev-python and
AMD-tooling imports). The overlay convention is 2-space; this brings
them in line with the other 498 files. Maintainer attributions
preserved verbatim.
