Phase D2 split-package bump from ::gentoo's 1.8_p20240311. Upstream
ps2pkm version stable at 1.8 across TL years. Utah historic + flow's
dev mirror added as SRC_URI fallbacks. KEYWORDS narrowed to ~amd64.
