Fix klookup ebuild CI failures and add source-release updater

- Removed missing `wayland` USE flag dependency on `dev-qt/qtbase` since upstream does not require it directly.
- Shortened `DESCRIPTION` in ebuild to comply with the 80-character limit.
- Added `app-misc/klookup/metadata.xml` to document the `test` USE flag and provide upstream remote ID, including valid maintainer email.
- Audited licenses and updated `LICENSE` to `GPL-3+ BSD-2 CC-BY-SA-4.0 CC0-1.0` reflecting the repository contents.
- Removed `current.config` comments reflecting the transition to a standalone source packaging strategy instead of a `current.config` managed approach.
- Updated md5-cache metadata accordingly.
- Added empty `app-misc/klookup/Manifest` file.
- Added GitHub workflow for tracking and automating source-releases similar to KMagMux. Note no tags currently exist.

Add new ebuild for klookup

- Created `app-misc/klookup/klookup-9999.ebuild` for the KDE Plasma 6 lookup tool.
- Added commented-out entry in `current.config` for klookup, noting it is manually maintained for now.
- Generated cache metadata for the new ebuild at `metadata/md5-cache/app-misc/klookup-9999`.
