silero-vad: new backend, voice activity detection via system onnxruntime

New app-local-ai/silero-vad: LocalAI's Go gRPC wrapper around the
streamer45/silero-vad-go cgo binding, linking sci-libs/onnxruntime
(or -bin) instead of upstream's downloaded Microsoft prebuilt - the
piper system-onnxruntime policy. Lightest backend yet: no engine tree,
no new distfiles (the local-ai-v4.10.0 go-deps tarball already carries
the binding), model fetched by the server at install time. Completes
the voice pipeline (VAD -> ASR -> TTS). backends-meta -r2 gains the
default-on flag.
