app-emulation/proton-ge-custom: keep the ELF link flags out of PE links
Host LDFLAGS such as --as-needed and --build-id reach the PE link, which
then emits extra .text and .rdata sections that the loader jumps into and
that stop the prefix being created.

A host's GNU mingw strip leaves the clang-built PE files unloadable.

app-emulation/proton-ge-custom: configure wine with llvm-mingw too
Configure picked the host's mingw gcc where there was one, and the build
then switched to llvm-mingw's clang, which rejects the gcc-only flags that
configure had found to work.

The OpenVR, DXVK and vkd3d-proton builds use its clang, which was only
there where something else had installed it.

Proton's winebus calls the SDL device filter from its udev backend, so a
