feat(turbo): add app-editors/turbo terminal text editor
magiblot's Turbo on Scintilla + Turbo Vision. Live -9999, EAPI 8 (cmake),
builds against the overlay's dev-libs/tvision (TURBO_USE_SYSTEM_TVISION);
only the deps/fmt submodule is fetched. Forces PIC for its vendored
scintilla OBJECT libs. Adds the app-editors category.
