app-editors/devin-desktop-bin: new package (Windsurf rebrand), drop windsurf-bin
Cognition rebranded Windsurf to Devin. The vendor apt repo now ships a
'devin-desktop' package; the old 'windsurf' package is a transitional
shim and the Windsurf-linux-x64-*.deb download 404s. Replace windsurf-bin
with devin-desktop-bin (install to /opt/devin-desktop), add the matching
updater, and update update-all.sh + ci/packages.json.
